Today, Freddie Mac announced that the average rate on a 30-year fixed mortgage fell below 4 percent this week for the first time ever, to 3.94 percent.

The S&P/CaseShiller Home Price Indices showed a fourth consecutive month of increases for the 10 and 20 city composites, with both up 0.9% in July over June. “With July’s data, we are seeing not only anticipated monthly increases, but some fairly broad improvement in the annual rates of change in home prices,” says David M. Blitzer, chairman of the index committee at S&P Indices. “Monthly price increases -were seen in 17 of the 20 cities. The exceptions were Las Vegas and Phoenix, where prices fell, while Denver was flat. The better news is that 14 of 20 cities and both composites saw their annual rates of change improve in July.

Fixed mortgage rates sank to record lows over the past week following the Federal Reserve’s decision to buy longer term Treasuries and reinvest proceeds from MBS investment payoffs back into those securities, according to Freddie Mac’s weekly survey. The 30 year Fixed rate mortgage averaged 4.01% with .86 points for the week ended Thursday, down from 4.09% with .79 points the previous week and 4.32% with .62 points last year. Rates on 15 year Fixed rate mortgages averaged 3.28% with .77 points, down from 3.29% with .71 points last week and 3.75% with .72 points a year earlier. Freddie Mac Chief Economist Frank Nothaft said interest rates for Adjustable rate mortgages, however, were nearly unchanged due to the Fed’s plans to sell $400 billion in short term Treasury securities and buy longer term notes and bonds. Shorter term securities serve as benchmarks for many Adjustable rate mortgages.

According to CoreLogic’s latest housing release, home prices in the U.S. increased for the fourth consecutive month, inching up 0.8 percent on a month over month basis from June to July.

Including distressed sales, two of the states with the highest appreciation were New York (+3.3 percent) and the District of Columbia (+2.3 percent). Excluding distressed sales, New York was up 4.1 percent.

One Last Chance to Reduce That Interest Rate…?

To the borrowing public, lower interest rates generally mean a reason to refinance. Astute borrowers take advantage of low interest rate environments. What is the best plan for attacking a rate friendly market? The following facts are value added for anyone looking to refinance their current home mortgage in 2011. <p>
1. Know Your Value: The number one reason home refinance loans are being rejected is that the appraisal of the clients home didn’t come back as anticipated. Basically, for a lender to refinance your home, there must be a certain level of equity in the transaction to make the scenario work. Otherwise, your refinance scenario may not be approved. Your knowledgeable Weichert Financial Gold Services Manager can help you understand the value and equity in your current home and how to make the transaction work.

2. Dig Up Your Documents: Make sure you have all necessary documents to avoid delays. This includes a copy of your current mortgage statement, current paystub showing year to date earnings, last year’s IRS tax returns (last two years if self-employed), and two forms of personal identification (one must be a government issued photo ID). Other documents may be required as well. If you don’t have these items, it will slow down the process, cause delays, and possibly cause you to miss this low interest rate window.

3. Choosing The Best Product: First off, you have to decide whether you are looking to reduce your payment or whether you are looking to reduce the term of your loan (or possibly both). A higher rate 30 year loan refinanced into a lower rate 30 year loan will reduce your payment. A higher rate 30 year loan refinanced into a lower rate 20 year, 15 year, or 10 year loan may keep your payment somewhat static, but will cut significant years off the duration of your loan and save years of interest (same with a 20 year into a 15/10, or a 15 year into a 10 year).
